The Cyber Civil Rights Initiative was founded in 2013 by Dr. Holly Jacobs, a victim of nonconsensual pornography. Dr. Jacobs’ activism began in 2012, when she began the End Revenge Porn Campaign, calling for a federal criminal law against “revenge porn.” CCRI has led the charge for legislative and tech policy reform on nonconsensual pornography in the United States. CCRI’s model statute has served as the template for many of the 48 U.S. jurisdictions that have now passed laws against nonconsensual pornography, as well as for the federal legislation on the issue introduced in Congress in 2019. In 2015, following extensive outreach and advocacy by CCRI, every major tech platform banned nonconsensual pornography. CCRI continues to work with the tech industry to improve their policies and practices regarding online abuse.
